The current situation
As integrated care systems Become more established and begin to define their strategic intent the expectation on Executives and senior managers within the ICS to identify opportunities for service improvement and cost reduction opportunities is growing quickly. To achieve this the need for accessible consistent population and provider data is growing at pace. At the same time the forming of place based teams & partnerships, along with system wide provider collaborations, will require an entirely different approach to managing unwarranted variation and identifying cause and effect or cost in one part of a system versus benefit in another If the benefits of a systemwide approach ought to be realised. The need to be able to deliver the right local solution in the context of system thinking and management is now critical and this will require new data and informatics to be available.
Current challenges
Issues between providers around data governance, GDPR, shared care records and variation in the way that providers measure the same things mean that good information from providers and the wider Partnership which can be used for decision making can be hard to come by. Typically, analytical and informatics teams are still delivering all of their historic roles and are, typically, carrying vacancies which means they are under pressure. Equally they are finding it challenging to interpret the expectations of executives and senior managers tasked with mobilising transformation and improvement activity at place and system level. Currently the way in which national data sets are published does not address or contribute to the solution as the historic way in which the data is published (Siloed, no visualisations, no trend data, large un-manipulatable files etc) meaning that there is currently an informatics and insights void.
